To combat Atrocity Speech beyond the legal measures considered so far, we need to think about effecting change from top to bottom: from large and public institutions to the realm of civil society (and the community) and ultimately to the individual — particularly as users of social media.

In this section, we examine the ways in which we can address the scourge of atrocity speech at each of these levels.
